The first week

of public innovation in the

heart of Europe

 

Civic Hall Brussels, TOKVIL Public Innovation Network  and Dreamocracy  are organizing the first edition of Brussels’ Public Innovation Week on November 24 - December 1st as part of its mission to support all those committed to better address today’s greatest policy challenges through policy innovation.

 

With mounting societal challenges, from polarization to lack of trust, from health to climate and rising inequality, Brussel’s Public Innovation Week consists of a series of on- and offline events designed to put public-sector innovators in the limelight. 

 

It brings together large and small events, at the initiative of public managers with the aim of enhancing the innovation capacities of services and public officials and of sharing best practices. Throughout the week, public service bodies and private stakeholders will share thoughts, methods and ideas.

Think of government as a brain to accelerate public innovation

Sir Geoff Mulgan, Professor of Collective Intelligence, Public Policy and Social Innovation at University College London (UCL) believes that seeing ‘the Government as a shared Brain’ is key to developing public authorities’ ability to make smarter decisions. Using this metaphor, Prof. Mulgan will help kick off Brussels' first Public Innovation Week by laying out how the application of collective intelligence methods to the practical work of government can help them to become more open, engaged and hungry for information, insights and ideas.

How to design citizen deliberation to channel citizen emotions ethically?

Academics, practitioners and public officials are unanimous in acknowledging the role of emotions in human reasoning. However, organisers of deliberative processes still, for the large part, focus on rationality over the constructive expression of emotions. In this webinar Jeff Van Luijk, member of the secretariat of the European Parliament’s delegation to the Conference on the Future of Europe, Jonathan Moskovic, consultant in democratic innovation, Magali Plovie, President of the French-speaking Parliament of Brussels, and Stephen Boucher, Founder of Dreamocracy, will explore how to channel emotions appropriately in deliberative democracy designs.

(Post) covid lessons for the creative public servants  

Philippe De Backer, former MEP, and Belgian minister has led the Corona task force in the Wilmès government on medical supplies and masks. He has recently published the book "en nu is het Oorlog, lessen voor de volgene crisis", providing a stunning backstage view on the crisis management by the public authorities. It seems that the crisis management has happened thanks to creative and innovative people, that have acted despite outdated organisational habits and structures. We'll have a talk with Philippe De Backer during the meetup, and see what are the message for the innovative public servants.We'll also highlight the different public innovation networks in Belgium.

How can we enhance the state’s capacity to foster collective intelligence and social innovation? This webinar will seek to answer this key question with Aline Muylaert, co-founder of the civic tech company CitizenLab, and with Stephen Boucher, founder of Dreamocracy. Both will build on recent developments to sketch out a manifesto for 21st century public institutions that mobilise collective intelligence throughout the policy process.

Innovation in Politics Awards 2021

This year the winner for the  Innovation in Politics Award in the category Democracy will be announced here in the capital of Europe. As a part of the Innovation in Politics Institute’s mission, this award promotes democratic innovations and the exchange of best practice to tackle today’s societal challenges across Europe.

This day is structured in two parts: in the afternoon the 10 finalists will present their projects, followed by discussions on the main challenges surrounding public innovations. At last, the winner of the award will be announced during the gala.
